The income expense reviews had not been run because the student that normally does them had not had the time to work at the community center.
Repair updates- $279.48 was the total cost for the new picnic table, mulch was delivered for the playground- however still not enough to make a significant difference- mulch issue will be revisited in the spring.
The board decided to hold off on the billing mailout until the beginning of December, when we do the newsletter and announce the annual meeting in January.
The board was in agreement with Mandy Alarcon teaching yoga and giving 5% of the profit to the board.
The board decided to revisit fixing the tennis/basketball court in spring when it would get more use.
Thanksgiving potluck to be held at the community center on Nov 17.
Some Frisbee golf baskets are hung already and a lot of clearing of brush has been completed for the course.
Phil is working with the bank to get them to report us to credit agencies so that we can establish credit and getting a debit card for the Board’s use.
Next meeting to be held in conjunction with the Thanksgiving potluck on Nov. 17.

2nd round of invoices were sent off at beginning of September to those who had not yet paid
More updates to park can be made, will finish this month’s repairs and allocate monies to more repairs in October using member survey to select which repairs are most desired by members
Security and Vandalism at Parks
Phil brought up the need for more security at our parks. Possible solutions included having a volunteer open and close the gates at upper and lower lake every morning and night, as has been done in the past, or having gates installed at drive in entrances that required a swipe key to get into the parks. This would ensure that only paid members could access the parks via car. This will be a large expense and will need to be voted on and discussed in more detail.
Dog Leash Laws
Cristina recommended that all park cards include that dogs must be kept on a leash at all times, as they have in the past.
Survey Results
Member survey is now closed and was posted on the community website, in neighborhood newsletters, and on yahoo groups. Results were that 1. Sandy Beach Rd be paved. 2. Frisbee Park be installed at Upper Lake at no cost to the association, and with all assurances that the goals only be placed on park land and not private lots. 3. Needed repairs at the parks that got the most votes included –replacing the broken/fallen grills, making repairs to the playground equipment and having new mulch delivered, and building more tables.
Community Center
Thanksgiving Pot Luck to be scheduled there in November, will discuss in more detail at next months meeting.

Above please find the most current Income/Expense Report for 2010. If you would like further details on the finances of the DCRPLA, please come to our monthly meetings at 7pm on the third Wednesday of each month at the community center on Panorama Drive.
Our Next Volunteer Mow Day of the Parks will be held Sunday August 22nd. We will meet at 9am at Lower Lake. Bring your mower, edger, gloves, shovels, trash bags, and tools! Improve your community while meeting your neighbors! The association will provide the gas and water!"

National Night Out Oct. 6th and Raffle Drawing for San Antonio Resort Vacation!
This year's National Night Out for Deer Creek will be held at the Lower Lake at 6pm on October 6th. Bring a dish to share!
At the National Night Out, we will hold a raffle for a 3 night stay at the Wyndham La Cascada in San Antonio. All those who have paid their $80 park fees by October 5th will automatically be entered in the raffle.

Fees
The DCRPLA has now instituted a flat rate membership fee of $80 yearly. This fee was voted in at the yearly membership meeting in June and covers use of both the Upper and Lower Lakes, as well as camping, swimming, and fishing. Park dues may be mailed to:

board position descriptions
President: The President shall be the chief executive officer of the Corporation, shall preside at all meetings of the board, shall have the responsibility for the execution and accomplishment of all orders and resolutions of the Board, and shall be primarily responsible for the accomplishment of the purposes and the discharge of the duties and responsibilities imposed upon the Board of Directors. He shall also execute, with the prior approval of the Board of Directors, all conveyances of lands, bonds, mortgages, notes, securities, and other documents, except where required by law or otherwise to be signed and executed by all members of the Board, and except in instances where the signing and execution thereof shall be expressly delegated by the Board of Directors to some other officer or agent of the Board.
Vice President: The Vice President shall, in the absence or disability of the President, perform the duties and exercise the powers of the President, and shall perform such other duties as the Board of Directors shall prescribe from time to time. The Vice President chairs the Membership Committee.
Secretary: The Secretary shall keep the minutes of all meetings of the Board of Directors and shall be the custodian of all books and records of the Board, excepting those relating to the funds and properties of the Corporation. In the event of his absence from a meeting of the Board or his inability to perform his duties, the President may designate a temporary substitute. After the Semi-annual Membership Meeting, the secretary shall prepare the Annual Budget in its final form, as ratified by the membership, and present said budget to the Board of Directors at their next scheduled meeting, assuring that the Corporation's accountant is also duly informed.
Treasurer: The Treasurer shall be the custodian of all funds and properties of the Corporation, and of all books and records pertaining to such funds and properties. The Treasurer shall prepare a financial report prior to each meeting of the Board of Directors and prior to each annual / semi-annual meeting of the membership, in such form and containing such information as may, from time to time, be directed by the Board of Directors. The Treasurer shall also prepare such other financial records and reports as may be requested by the Board of Directors. He shall keep and retain all funds and properties of the Corporation is such depositories as may be designated by the Board of Directors.
Director of Parks: The Director of Parks is responsible for coordinating all activity involving the maintenance and improvement of the two parks and lakes. This can involve presenting a request for maintenance to the Board of Directors, taking bids, monitoring contractor activities, verifying contractor payment, verifying the membership of visitors and performing ad hoc maintenance. This director chairs the parks committee.

Information for Title Companies and Prospective Owners
The DCRPLA Inc. is a voluntary organization primarily funded by the yearly park access fees paid by property owners who wish to use the park. These park access fees pay park mowing, liability insurance, facilities, fish stocking, maintenance of our small sandy beachfront, etc. If you are an owner or prospective owner and wish to use our private park, you are welcome to do so as long as your park access fee is paid in full each year. You must carry your park card with you when visiting the park. A park card is issued yearly to all paid members. A description of our fee schedule can be found under the post "fees."

Roads
A patch project on many roads in our community was recently completed to placate concerns on the part of the postal service about the state of the roads within our community. Mike Hollaran paid for much of this work out of pocket and we are in the process of collecting donations from neighbors to reimburse him. You can mail donations for this purpose to the address above right, made out to Deer Creek Ranch Road Fund.

On June 12, 1981, Lake Travis Independent School District was carved from Dripping Springs Independent School District in a move to build an educational program which would better meet the needs of the students from the Lake Travis area. The new District boundaries became the Travis and Hays county line on the south, the Pedernales River to the west, the shores of Lake Travis on the north, and Lake Austin and Barton Creek to the east, encompassing 118.2 square miles. The almost 5,000 District students are currently serviced by seven campuses. Students that reside in Travis County attend Lake Travis I.S.D. Schools.
Students that reside in Hays County attend schools in Dripping Springs I.S.D.

Park Rules
The park rules are:
Guest priviledges are available to members with a current guest card.
Guest of members using the park must have a park card in possession.
Tenants (class C members) and class D members have no guest priviledges.
Board approval is required for over 10 guests of one member or to reserve the upper lake park overnight. To reserve the park for camping, a member must call (512) 264-3227 at least 72 hours in advance.
ABSOLUTELY NO HUNTING OF ANY SORT ON PARK LANDS. ANYONE CAUGHT OR SUSPECTED OF HUNTING WILL BE DELIVERED TO THE GAME WARDEN.Respect the neighbors of our parks; no noise after 10:00 p.m.
Pets must in in the physical control of a person at all times. All dogs must be on a leash.
Vehicles will be parked on roads or parking areas only.
Vehicles have a 5 m.p.h speed limit within the park.
Restrict fires to barbeque pits.
Board approval required for fireworks.
Children twelve or younger must be supervised by an adult.
Overnight camping permitted at the upper lake park only & restricted to 72 hours.
Reservations for camping are on a first call/first reserved basis.
No diesel or gas powered boats are permitted in the lakes or creek.
All fishing is on a "catch & release" basis. Fishing trot lines, nets and traps are NOT permitted.
No fishing is permitted near or off of the swimming dock or in the areas.
Member is responsible to pay to the association the cost of repair or replacement for any damage caused by member, his childlren, pets or guest.
No atv's, off-road vehicles, etc. are allowed off the pavement/roads within the parks.
